How can i cut hair into layers?

Comb wet hair straight our (perpendicular) fron the head and cut level with eachother. So it is a straight up and down cut, parallel to the body of the person. Do this all around the head. If you make and accidental chunks, just hold the scissors straight up and down with the grain of the hair and take little cuts out to break it up a little.
